- Clouds stop at a stable layer. Moist, unstable air at the surface forms a line of Towering Cumulus with low bases. Towers sprint up to a certain level, then slow and flatten out there as low-level anvils, with a few stronger updrafts briefly rising above them. This level is a stable layer of relatively warmer air which prevents rising air parcels from penetrating it.
