- A storm overshooting top or penetrating top is the protruding cloud portion of a strong updraft which overshoots the stable tropopause level where buoyancy reverses. These three cells have just formed and some of the updraft spreads away and sinks back down to become an early anvil, while more rising air keeps the centre crown high.
