- Why scud clouds form. Ragged, ghostly scud clouds sprawl in the air before a stormy darkness. Cool air exiting a storm’s rain area is nearly saturated and requires almost no effort to condense. The turbulent mixing of this moist air with the ambient drier air and a small amount of lift by forced ascent results in cloud fragments with very irregular shapes.
