- Fair, dry weather and strong solar heating over loose soil allow dust devils to become visible. A dust devil with a tall whirlwind of dust in the desert spins up beside a highway. The dry ground is heated by intense sunshine until pockets of hot air begin to rise and spin. The tightly constrained vortex column carries dust skyward, where it disperses.
